What these four numbers mean

Outside the high-risk zone

A claim rated outside the high-risk zone is one where no lender would have required flood coverage — and the loss happened anyway. Across the county this is the majority position, not the exception.

Not a named storm

Hurricanes and tropical storms are what people plan for. This figure is the share of paid claims that came from something else: ordinary rainfall, a seasonal storm, a downpour that never got a name.

Before the first flood maps

A pre-FIRM home was built before its community had a Flood Insurance Rate Map, so it was never built to a mapped elevation standard. It is a fact about the building's age, not about the current owner.

Median, not average

The median is the middle claim. It sits well below the average because a small number of very large losses pull the average up, and the median is the more honest answer to “what does this usually cost”.

Why is my ZIP code not listed?

The lookup covers 136 Harris County ZIP codes. A ZIP is left out for one of two reasons: it sits in another county — Montgomery, Fort Bend, Waller and Brazoria all border Harris and are not in this dataset — or it has fewer than 25 claims that paid more than $0, which is too thin a base to publish a median from. Three ZIPs that cleared the count were still dropped because they are PO-box-only ranges or an out-of-region mis-key.

What does “rated outside the high-risk zone” actually mean?

It means the claim's rated flood zone did not begin with A or V — the property was not rated in a Special Flood Hazard Area, so no lender would have required a flood policy on it. Those losses were paid because someone bought the coverage voluntarily, or they were not paid at all. A Texas homeowners policy excludes rising water regardless of the zone.

Does a high number here mean my premium will be high?

No, and the two are not directly connected. Flood premiums under FEMA's current rating method are set from the characteristics of the individual building — its elevation, foundation, replacement cost, distance to water — not from its ZIP code's claim history. This page is history, not rating.

Why use the median instead of the average?

Because the average is distorted by catastrophe. A handful of very large losses pull the mean well above what a typical claim paid, so the median — the middle claim — answers “what does this usually cost” more honestly. Both are shown in the table so you can see the gap for yourself.

How current is this?

It was retrieved from FEMA's OpenFEMA API on September 8, 2026. FEMA updates the dataset continuously as claims close, so a figure can move by a claim or two between retrievals. Nothing here is stated with more precision than that supports.
